Can someone tell me why the Coast Guard, who is no longer part of the Department of Transportation and DoD, even during a time of war, is included in this document, when they are now a part of Homeland Security?
Kinda confused there? Someone trying to hold on to their old roots?

Additionally, the term "Coast Guard" is only used in this document 2 times and it refers to "Host Country's" Coast Guard, not our own... LOL whoever wrote this document is an idiot!
