Pakistan Dispatch: Attacks in Islamabad
Three attacks in three days in the Pakistani capital as the Waziristan operation goes on.
The latest is still happening about 2km from where Londonstani is now. Television news is saying an attacker wearing a suicide belt and carrying an AK47 started shooting near the city's courts in the F8 sector. The area is one of Islamabad's upper income districts. Details are confused but it seems the gunman is still on the loose. Police are evacuating the area, saying that he planted an explosive device before fleeing.
Earlier this morning, gunmen opened fire on a passing army jeep carrying a senior officer. Three or four soldiers were killed. Media is reporting most of the attackers escaped.
The day before yesterday, two suicide bombers killed four students at the Islamic University.

Londonstani, would it help if India would offer direct help to Pakistan to deal with these crazies. Obviously the Pakistanis would turn down some of the military help, but would the gesture be appreciated on the Pakistani street none the less?
A sub-current in Pakistan right now is the economic crisis. If India offered free trade, free investment, billions of dollars in economic grants; this would go far to help Pakistan's economy. I hope that Pakistan would accept such help however. The Pakistani reaction to the Kerry Lugar aid bill was disappointing.
Chinese assistance seems popular among Pakstanis. China also has the capacity to increase the capacity and performance of the Pakistani security forces and civilian agencies; as well as provide billions of dollars worth of additional grants. Why isn't China doing more?

On a popular level China seems the preferred partner. America was once the preferred partner. But from what I can tell, that all went pear shaped in 1971 when Pakistanis didn't get the US help they were after following 20 odd years of letting the Americans run operations against the Soviets from their territory. Seems a bit of a downward spiral after that. At the moment, there's just too much distrust directed against India and the United States for help from them not to take on negative connotations."Comment by Londonstani on

-in 1962, Kennedy nearly sent US combat troops to help India against China (in which case India might have become the "Vietnam War" of the 1960s.) Pakistan supported China in 1962 and felt betrayed that America openly sided with India
-Much more importantly, Pakistan felt betrayed in 1965 when America refused to back Pakistan against India, and imposed sanctions on both countries. These sanctions hurt Pakistan much more proportionally from an economic and military perspective (since India was less dependent than Pakistan on US weapons parts, maintenance and ammunition.) Pakistan left SEATO after 1965, closed the US base in 1967, and generally backed away from America (and into China's arms.)
Interestingly, 1965 eviscerated US/India relations as well, which hit a peak under Kennedy in 1962. There remains great anger among Indians against America for betraying India by imposing sanctions on US weapons, spares, parts and ammunition exports to India. India was in large part reliant on US wares at the time. I have tried to explain that the net affect of 1965 hurt Pakistan more than India; let's just say I have yet to meet an older Indian that this argument made an impact. on.
During Katrina, there was a lot of commentary in India about how India came to America' and Louisiana's aid.Some mentioned the contrast between how America abused India in 1965, and how India helped America in 2005.

There doesn't seem to be a lot of public support in Japan to bail nuclear proliferator Pakistan out. There remains resentment about Pakistan giving North Korea nukes. {Don't forget how much the Japanese public fears North Korea.} The Japanese public much rather give aid to Afghanistan (which they appear to be significantly increasing.)
The EU can help out some, but there is quite a bit of suspicion of Pakistan in Europe; not to mention the fact that many European soldiers have been killed by Pakistani born Pashtun and Punjabi Taliban in Afghanistan.
The Saudis can't afford aid sufficient for Pakistan's needs; and their military is in no position to train the Pakistani security forces (to phrase it very diplomatically.)
This leaves China, the US and India as potential providers of economic and military aid to Pakistan. China needs to be persuaded to do a lot more. You mentioned the problems with US and Indian aid.
