"They have successfully built a business model where not only do they offshore large numbers of jobs, but the fraction that remain in the U.S. are filled by lower-paid foreign guest workers," said Ron Hira, an associate professor of public policy at the Rochester Institute of Technology and author of the book "Outsourcing America." "They are often also forced to train their foreign replacements."
Yup, that is how it works. Three hundred and thirty employees (that is a subset of the original 12,000 that was pared down to 1,500 after out sourcing and off shoring) trained their replacements in India and were shown the door. Most were 25 year employees with kids in college, all their benefits were trashed. All were degreed professionals good at their jobs, layoffs about every six months for about six years straight there was no dead wood. That is how a mult-national gets rid of its legacy costs. CEO got $65 Million for the dirty work. There was about $250M paided out to VP and above as "retirement pay". They were rewarded because they had worked so hard (least was $12M highest was $52M, the $52M VP dodged US taxes by moving to Switzerland and is now back in the US living in Florida). Employees over 50 are toast in the job market. There was about a Billion dollars collected from the sale of company divisions during the time we were owned by private equity and reorganized before the IPO. The $250M was handed out in stock options at $2.50 each, the employees and friends of the company paid $25.00/ share. Three days after the IPO share price was $70, after one year it was about $18 employees that purchased at $25 were underwater (the stock is still underwater after about 12 years). The VP's and above cashed in their $2.50 shares and paid only about 15% in long term capital gains (expect the guy what went to europe and retired in Florida) . Last I heard the California company is still living off the Billion and purchase a company that is mainly staffed in India (deal was closed early this summer). Most of the money for the new company purchase (company purchased had a US address so for tax purposes a US company was being purchased) was barrowed at the currently low US interest rates, the parent company did not want to take an income tax hit by taking off-shore income into the US which would have been a taxable event. The puchased company has a 60% profit margin, the US based loan is at 5% or less and the profits will be held off shore so no US income tax will be paid...............SWEET........What would the IRS do if we all started doing that? Think Congress would object? Would India cry foul?

CEO of the company (same company that got rid of 330 professionals) in the past few years organized a trade group that is lobbying Congress to relax H1B visa quotas( the quotas have already been removed for US Univeristies, they can hire all the foreign nationals that the taxpayer can afford. I have seen it with my own eyes). The reason that the trade group gave Congress for the relaxation is, "because their companies could not find enough degreed professionals to fill positions in the US". A H1B visa allows a corporation to bring in a professional worker from a foreign country. That worker has to return to their home country after seven years. It pretty much is a seven year contract, no long term commitment to the company and no legacy costs. The worker is in and then out.
Same company went to the local city taxing authority and asked for a real estate tax break. The previous agreement that allowed the company to operate with out paying any real estate tax to the city expired. The reason for waiving the taxes was linked to hiring more employees. I saw the plan, the company planned to hire more employees and at the same time lay people off. Net employee count was actually going to be less, it was before the India design center was openned.
It is all about return on investment....they will sell their mother's soul to get it.

True about Catepillar, but every company I have known has play both sides. Down state Illinois which is mostly Republican is balanced out by the Democrats in Chicago and East St Louis. North of I80 just has the population.
In California, CAT is about 50/50. In Illinois, there has been a lot of support for Republicans. CAT has a large UNION work force and labor has been the Democrat's pocket for a long time. When it comes to carbon emissions, CAT is solid Republcan. The Peroria engine plant lost a lot of workers cause the CAT diesel could not match up to the emmisions of the CUMMINS. Catepillar does not disclose all of its political contributions per their corporate disclosure.
One fact exists, Catepillar like John Deere have gone to manufacturing where they sell ( those machines are hard to ship) so they have operations for building heavy equipment off-shore (China, Brazil, SE Asia, India). The politics are local to the country, you do not piss off your benefactor.
Political funding is swayed to the party, business is to the pocket book.

I think the answer is in front of us, it is all the people running down the tarmac to get the taxpayer dollars she has been handing out at each stop. The whole of the administration in on a flipping vacation, is their anyone left in Washington? Travel costs a bunch, do you think that unemployed workers would like a vacation too?
Personally, I think it cheapens the Office of the Presidency for Obama to be in India selling GE/Boeing product. The President should be in India selling the American people, not just the employees of some companies. The sales are being heralded as a victory, it is easy to sell product when you hand out trade relaxations for dual use industrial equipment. Nuclear bombs are popular these days and I bet we could have gotten a whole lot more than $10B, that is chump change for what India got in return. The $10B to the American worker means nothing, any business person knows that employing a person is a re-occuring cost. Your sales force has to keep turning $10B sales in order to justify head count. The last figure I saw, it will take 125,000 hires per month to get to par measured in years time. That $10B I think just got the US worker the first hour of the first month, chump change. To put it in perspective, the Federal reserve is buying 60 Billion in bonds per month for the next 10 months, financials are looking at that as a minimal effort as stimulus to the economy.
Now that India has more military hardware to play with, what is the future cost to the American taxpayer to address the future tension in the SE Asia area? The American taxpayer is subsidizing the security of all the US corporations doing business in the area. India is neighbors with Pakistan and China, both nuclear powers. American just churned the pot for a scant $10 Billion in sales that will have no effect on the American economy.
Obama just did not get the mid-term elections. Come home and stay in one place long enough to figure it out Mr. President.
Mean while, JOE PLUMBER "buy the American label". The job you save could be yours.

The group of about a dozen U.S. higher-education officers includes representatives from Duke University, Rutgers University and Arizona State University will make its case Tuesday to senior officials from India's Human Resource Development ministry, which includes higher education.
PS Local major US taxpayer funded University about three years ago just stripped any symbolism of the State's identity from the school's logo and started a major on-line education initiative that has international reach. Why the US taxpayer is subsidizing education of people in China and India I have no clue. All I know is that we have straight A students in the US that are not "good enough" for our American University system, the system that Americans built for their children, but foreign student's money is good in 50 states of the union.
Guess that is what you call diversity.....Good to see off-shoring coming to a diverse University near you.

In the 1990's Corporate Funded research came to campus in a big way. Now that corporate arm reaches deep into the schools. It always did, but now it is institutionalized and courses are groomed to attract more corporate funding. Stuff like the studio arts have taken a back seat to graphic design, something a corporate sugar daddy will pay for. The University has become an extension of the corporate off spread sheet training budget.
Another function of the corporate based research in the University is recruitment of employees. You get to test drive your employees before you hire them and the professors that you give funding for are glad to use their grade book to vet canidates for the purpose (students do not piss off you prof!)...........
With the H1B visa qouta removed from the US University system in the early 2000s, foreign students which pay higher tuition and are seen as funding source for US universities can move in to paid University jobs and even into the administration.
India based US Universities would be a great recruitment tool to transfer employees to the US of A! No restriction on H1B quotas, US citizens need not apply. Universities are one of the last choices that Americans have for a salary, good job, and fantasitic retirement benefits......aren't you glad that the US taxpayer built the Universities so the folks in India can have a job in them........at taxpayer expense. Now we can hire them faster and see if they can produce R&D dollars quicker before we bring them to the US....to live.

The last 50 years - given the disillusionment of the 60's radicals and the adoption of Alinsky methods - the Progressive movement and the Liberal wing of the Democrats have been dominated by people who hate and loathe Business and the Private Sector - regarding it as something to be sacked and burned, much as your ancestors looked upon English coastal towns.
