U.S. Navy SEALs assist flood victims in Manila in the wake of Tropical Storm Ketsana that destroyed homes, crippled energy infrastructure, and displaced more than 400,000 thousand people on September 27, 2009. As storms become more intense and more frequent with a changing climate, the U.S. military could find itself deployed on more humanitarian and disaster relief missions.
