May 12, 2010 — The Obama administration concluded two days of talks with Afghan President Hamid Karzai Wednesday with what Washington hoped for: public declarations by Mr. Karzai and his American hosts asserting the strength of bilateral relations, despite the public feuding between the White House and the presidential palace that has erupted periodically over the last year.

But on the sidelines of the summit, advisers to both governments raised concerns that the administration still has yet to put together a coherent civilian strategy to match the military campaign now being executed by Gen. Stanley McChrystal, the allied war commander.
