March 23, 2011 — The QDDR is " a document about new investments when it should be a document about trade-offs" argue Kristin Lord and Brian Burton in a Washington Quarterly article.  

Does the QDDR meet its goals? The document deserves praise in several respects, particularly for an inaugural effort, yet it also falls short in one principal respect: given a political climate in which significant new resources seem unlikely, the QDDR calls for reform and investment, but sets few priorities.
