The 1st Squadron of the 4th Cavalry Regiment deployed to the Rashid District of Southwest Baghdad as part of the second surge brigade in February of 2007. Once on the ground the soldiers of 1-4 CAV found a violent and chaotic situation where insurgents ruled the streets and the government was nowhere to be found. By aggressively implementing the principles outlined in the Army & Marine Corps Field Manual 3-24 Counterinsurgency and David Galula’s treatise, "Counterinsurgency Warfare," their assigned neighborhood of Doura began to turn in July of 2007. After September, the unit would never be attacked again. An increased volume of troops, a focus on protecting the population, and the conduct of a detailed census all contributed a complete and lasting turn-around in a once very troubled part of the city.
