Robert M. Gates Fellow Elbridge Colby testified before the U.S.-China Economic and Security Review Commission on “China’s Offensive Missile Forces: Implications for the United States."  Mr. Gates concluded that the United States' maintaining a position of military strength and, ideally, advantage makes sense across the spectrum of likely futures for China.
