Sizing Up the Future: China, U.S. Take Wary Steps, Hard Choices Remain

The recent high-level Strategic and Economic Dialogue between the United States and China is a positive step toward relations among the world's strongest power and the world's biggest rising power. But at the end of the day, substance must rise to the top.

Despite the salubrious atmosphere for the high-level dialogue, which for the first time included discussions of cyberspace and maritime issues, no profound progress occurred. Indeed, it seems that the United States and China each engaged in vigorous strategic dialogue, just not necessarily with each other.
