International Quantum Cooperation in an Era of Tech Sovereignty:
As governments race for quantum advantage, tech sovereignty agendas are reshaping international cooperation, even among allied countries. Although aimed at bolstering national competitiveness and resilience, sovereignty-focused measures in procurement, trade, and beyond risk fragmenting nascent markets and supply chains, raising costs, and slowing technology deployment—outcomes that could weaken shared economic and security interests while advantaging common geopolitical adversaries. Constanza Vidal Bustamante fellow at the Center for a New American Security, explored the motivations and practical avenues for strategic international engagement, balancing domestic objectives with the mutual benefits of cooperation.
