Francisco Martin-Rayo is a strategy and organizational transformation expert at the Boston Consulting Group. In this capacity he advises senior leaders in the public and private sectors and leads projects focused on digital and cultural transformations, bureaucratic simplification, and organizational restructurings. Francisco also has extensive experience in the financial services industry, having worked at the International Monetary Fund and various investment management firms.

He is the co-founder of ThinkBLUE, a non-profit organization that provides pro bono consulting services to political organizations, and was a member of Governor Ralph Northam’s Innovation Council during his 2017 campaign. Until 2017 he was the President and founder of the Winning the Minds Foundation, a non-profit organization which gave university scholarships to refugees in Pakistan as part of a counter-radicalization strategy.

Francisco is currently a Term Member at the Council on Foreign Relations, a Fellow at the Truman National Security Project, and a 2017 Presidential Leadership Scholar. He holds a Masters in Public Policy from the Harvard Kennedy School, where he was a Belfer Fellow, as well as a B.A. in International Relations and B.Sc. in Economics from the University of Pennsylvania.
