Kathryn Morisy is a strategist in the Directorate of Strategic Operational Planning (DSOP) at the National Counterterrorism Center (NCTC), leading national-level counterterrorism policy development and strategic planning concerning Iran and its proxies. Kathryn joined NCTC in 2018 as the third Presidential Management Fellow (PMF) accepted into the Office of the Director of National Intelligence (ODNI).

Prior to joining NCTC, Kathryn worked for the Department of Defense as a China political-military analyst. Kathryn’s professional experience also includes the Office of the Under Secretary of Defense for Policy (OSD-P), State Department, Congressional Research Service, and Senate Foreign Relations Committee. Kathryn began her career in national security working for the International Institute for Strategic Studies in the DC office. Before that, Kathryn was a Fulbright Fellow in Jordan researching political parties and elections while supporting the United Nations Development Programme (UNDP) Democratic Governance Portfolio.

Kathryn holds an MA in International Relations with a concentration in Strategic Studies from Johns Hopkins School of Advanced International Studies (SAIS) and a BA in Government and Near Eastern Studies from Cornell University.
