Gottemoeller is a former Deputy Secretary General of NATO, former U.S. Under Secretary for Arms Control and International Security, and a chief negotiator of the New START treaty. Kramer is a senior fellow at Florida International University’s School of International and Public Affairs, and formerly served as president of Freedom House and in several senior roles in the State Department.
