From Ukraine to the Middle East to the Indo-Pacific, the U.S. defense industrial base has struggled to meet emergent security demands. Ever-evolving threats, technology, and priorities are reshaping defense industrial requirements. New approaches, from integrating commercial technology into defense manufacturing to landmark legislation such as the SHIPS Act, aim to revitalize the U.S. defense industrial base. But a major gap remains between U.S. defense strategy and current defense industrial reality. What reforms are needed to bridge this gap and strengthen the defense industrial base?
