Scott Hembrough

Scott Hembrough is an experienced foreign policy and intelligence professional with deep expertise on South Asia and Latin America. Hembrough spent nearly 30 years at the Central Intelligence Agency (CIA) leading analytic and operational groups on priority issues, retiring in January 2026 as a senior intelligence service executive. Hembrough spent his final year in government service as the Presidential Daily Brief (PDB) intelligence briefer to a cabinet secretary, a position for which he was handpicked. Prior to his PDB briefing assignment, he oversaw the CIA’s analysis of the Western hemisphere and helped establish and lead a task force focused on a critical South American account.

Before shifting to Latin America, Hembrough spent almost two decades working on South Asia. He led analysis of each of the major countries in the region, operating in fast-paced crisis environments where analysis informed difficult U.S. policy decisions. As an analyst he developed deep expertise on every South Asian country. Earlier on in his career, Hembrough served at a U.S. embassy in South Asia. Hembrough holds a BA from SUNY New Paltz and an MA from the George Washington University’s Elliott School of International Affairs. He spent a year studying in Milan, Italy, at L’Università Cattolica. He speaks Italian and is proficient in Spanish.
