Joe Schuman

Joe Schuman currently serves in the Joint Staff J-8, Joint Capabilities Division, where he helps manage the day-to-day operations of the Joint Requirements Oversight Council (JROC) and the execution of the joint requirements process. Joe serves as the lead for joint requirements modernization, including authoring the revised JROC Charter, inaugural Joint Force Requirements Process Manual, and the FY24 Section 811 Report to Congress on “Modernizing the DoD Requirements Process.” Previously, Joe was a member of the Joint Staff Innovation Group, where he served as the Joint Staff lead for the Deputy Secretary of Defense’s Replicator and Rapid Defense Experimentation Reserve initiatives. He has also served as a civilian at National Security Innovation Network (NSIN) within OSD(R&E), building and managing a portfolio of internship, fellowship, and hiring opportunities for top-tier STEM talent to collaborate with DoD, including the Hacking for Defense program. Additionally, Joe serves as an Acquisition Officer in the U.S. Air Force Reserve, currently assigned to the Reserve Hypersonics Team, and previously as the 175th Wing Innovation Officer with the Maryland Air National Guard. Joe has given lectures on requirements and innovation at National Defense University, Defense Acquisition University, and published multiple articles on personnel policy in War on the Rocks and the Military Times. He holds a Bachelor of Science in Mechanical Engineering and in Political Science from the Massachusetts Institute of Technology (MIT).
