Mr. Schroeder was previously the Principal Deputy National Intelligence Officer for Russia and Eurasia at the National Intelligence Council in the Office of the Director of National Intelligence (ODNI) from 2018-2022. As the PDNIO, Mr. Schroeder advised and supported the President, Director of National Intelligence, other senior officials, and Congressional leaders through authoritative assessments, including flagship National Intelligence Estimates. He led IC-wide programs and projects on a range of high-profile issues, including Russia’s relations with China, Ukraine, Afghanistan, Central Asia, arms control, and election interference.

Mr. Schroeder was also a senior analyst and manager at the Central Intelligence Agency (CIA), where he was a member of the Senior Analytic Service. At the CIA, Mr. Schroeder led an analytic branch responsible for assessing all facets of European foreign policy. He also served as a senior analyst on the Russia-Ukraine crisis and previously drove strategic analysis on defense and security issues in Russia and Eurasia.

Mr. Schroeder also served in the State Department at the US Embassy in Moscow, Russia, where he advised Embassy and State Department leaders on foreign policy developments in Russia and their implications for the United States.

Mr. Schroeder received his BA in History from the University of Virginia and his MA in Security Studies from Georgetown University.

“We are excited to have Peter join the CNAS team,” said Andrea Kendall-Taylor, Senior Fellow and Director of the Transatlantic Security Program. “The nature of the Russian threat is changing as a result of Moscow’s invasion of Ukraine, and the expertise that Mr. Schroeder brings, including from his time as a senior intelligence officer, will greatly contribute to our program’s efforts to inform and shape Russia policy moving forward.”
