During the two-day Forgotten Waters tabletop exercise, participants faced a number of dilemmas and questions as they were asked to respond to three separate scenarios in real time. A number of distinguished speakers participated in the event, including Michèle Flournoy, Richard Fontaine, and Former NATO Deputy Secretary-General Alexander “Sandy” Vershbow.
