Ally Bain is a Program Examiner in the National Security Division at the Office of Management and Budget (OMB), where she serves as OMB's lead for global defense posture, security cooperation, Afghanistan and Pakistan defense policy, and military families. In this role, she advises senior leaders on key resource issues impacting ongoing national security contingencies and makes strategic decisions actionable by ensuring they are resourced. She previously served as the first Deputy Division Chief for counterterrorism and counter-weapons of mass destruction in the Special Operations Command Europe J5. Ally entered government service as a Presidential Management Fellow. Before joining government, she managed a State Department funded counterterrorism program to build the border security capabilities of countries countering Boko Haram in West Africa. She also worked for Systems Planning and Analysis, the Center for Strategic and International Studies, and the State Department's Bureau of Political-Military Affairs. Ally received her Master's degree in Security Studies from Georgetown University and her Bachelor of Arts in International Development and African Studies from George Washington University.
