Billy Fabian is an Adjunct Senior Fellow in the Defense Program at the Center for New American Security. He is also a Senior Analyst at Govini, a national security focused data and analytics firm. Billy’s research interests include the nexus of military strategy and operations, future warfighting concepts, force planning, and wargaming.
Prior to joining Govini, Billy was a Research Fellow at the Center for Strategic and Budgetary Assessments (CSBA). From 2011-2018, Billy worked for the Department of Defense, most recently as a Senior Strategic Analyst in the Office of the Deputy Assistant Secretary of Defense for Strategy and Force Development where he assisted in the development of the 2018 National Defense Strategy. He also served as a Strategic Planner in the U.S. Army’s Office of Strategy, Plans, and Policy and as a Presidential Management Fellow at the Center for Army Analysis.
From 2003-2009, Billy was as an Infantry officer in the U.S. Army. He served with the 3rd Infantry Division’s 1st Battalion, 15th Infantry Regiment and the 27th Infantry Brigade’s 1st Battalion, 69th Infantry.
He holds a Master of Public Administration in international security policy from Columbia University’s School of International and Public Affairs and a Bachelor of Arts in history and classical studies from Tulane University.
