Jess Shoemaker has over 14 years of tactical, operational, and strategic targeting, all-source intelligence analysis, and planning experience supporting the Intelligence Community and Department of Defense (DoD). She is currently a data analyst with Madison Solutions in the National Capital Region.

Career highlights include serving four years in Stuttgart, Germany as a DoD civilian supporting U.S. European Command as a cyber planner. In this role, she was a pioneer and key leader for cross-federal agency and cross-Combatant Command cyberspace operations and information warfare initiatives, including a significant new cyber initiative with select NATO Allies. Before Germany, Jess worked as an all-source intelligence analyst and targeter, deploying to Afghanistan six times to advance the USG counterterrorism mission.

A Maine native, Jess graduated from Mercyhurst University with a B.A. in Intelligence Studies and minor in Russian Studies. She is the recipient of the Air Force Meritorious Civilian Service Award and Joint Civilian Service Commendation Award. Jess currently resides in Virginia with her husband Kirk, a U.S. Army Officer stationed at Ft. Belvoir.
