
Jessica Shoemaker

Jess Shoemaker has over 12 years of tactical, operational, and strategic targeting, all-source intelligence analysis, and planning experience supporting the Intelligence Community, federal agencies, and the Department of Defense (DoD). Most recently, she joined the Joint Information Operations Warfare Center, a Chairman of the Joint Chiefs of Staff-controlled activity, as an intelligence team lead.
From 2017-2021, Jess worked in Stuttgart, Germany as a DoD civilian supporting U.S. European Command as a cyber planner. In this role, she was a pioneer and key leader for cross-federal agency and cross-Combatant Command cyberspace operations and information warfare initiatives, including a significant new cyber initiative with select NATO Allies. During this assignment, Jess gained valuable experience briefing General Officers, Flag Officers, and Senior Executive Service leaders.
Prior to Germany, Jess worked for Northrop Grumman as an all-source intelligence analyst and targeter, deploying to Afghanistan six times to advance high-profile counterterrorism initiatives. She also has experience with bulk data exploitation, counter threat finance initiatives supporting the Federal Bureau of Investigation, and counterintelligence analysis for the Defense Intelligence Agency.
A Maine native, Jess graduated from Mercyhurst University with a B.A. in Intelligence Studies and minor in Russian Studies. She is the recipient of the Air Force Meritorious Civilian Service Award and Joint Civilian Service Commendation Award. Jess currently resides in Virginia with her husband Kirk.
