Quantum Expert Dr. John Burke Joins CNAS as Adjunct Senior Fellow

Washington, October 6, 2025—The Center for a New American Security (CNAS) is pleased to welcome Dr. John Burke as an Adjunct Senior Fellow with the Technology and National Security Program.

Burke is the chief product officer at Beacon Photonics, a technology start-up developing integrated photonics and optical micro-systems for dual-use markets, including quantum technology, communications, and high-power applications.

“Advancing U.S. leadership in quantum is vital to bolster America’s national and economic security,” said CNAS Technology and National Security Program Director Vivek Chilukuri. “John’s rich scientific expertise and leadership in the Department of Defense will be highly valuable to our work.”

Prior to joining Beacon Photonics, Burke was the principal director of quantum science in the U.S. Department of Defense. In this position, he developed the department’s strategy for quantum research and development and coordinated its implementation across the federal government in close collaboration with industry, academia, and U.S. allies.

Burke also served as senior advisor to NATO on emerging and disruptive technologies, contributing to the alliance’s strategies for biotechnology, artificial intelligence, and quantum technology.

CNAS remains at the forefront of quantum policy research. Recent CNAS reports provide in-depth assessments of quantum sensing and quantum computing, offering a comprehensive overview of existing technology maturity, development and supply chain bottlenecks, U.S.-China competition dynamics, and relevant U.S. policy.
