Jacqueline Ramos

Former Adjunct Fellow, Transatlantic Security Program

Jacqueline Ramos is a former Adjunct Fellow at the CNAS Transatlantic Security Program.

Previously, Ms. Ramos served as Senior Advisor to the Assistant Secretary of Defense for International Security Affairs at the U.S. Department of Defense where she advised on a range of issues related to U.S. defense policy in the Middle East, Africa, Europe, Russia/Ukraine/Eurasia, and the Western Hemisphere. While at the Pentagon, she also held the positions of Special Assistant to the Deputy Assistant Secretary of Defense for Russia, Ukraine, and Eurasia and Russia Country Director where she supported a full range of defense policy activities and technical discussions related to NATO, the U.S.- Russia reset and the 2014 Ukraine crisis.

Prior to joining DoD, Ms. Ramos was a Nonproliferation Fellow at the National Nuclear Security Administration where she coordinated nonproliferation initiatives across Central Asia, the Caucasus and Russia. In this capacity, she worked to prevent the flow of illicit radioactive materials in these regions. Before this, she spent time in industry at Airbus Group, Inc. where she supported the development of new business in the military aircraft sector.

Ms. Ramos holds a bachelor’s degree in political science from St. Olaf College, a master’s degree in international affairs from Georgetown University, and a master’s degree in strategic studies from the Johns Hopkins School of Advanced International Studies (SAIS). She is a Council on Foreign Relations Term Member and a former President of Women in International Security’s Washington, D.C. Chapter. Ms. Ramos hails from Door County, Wisconsin.
